Came in at night time, overall, I had a good experience with the restaurant. They are bilingual, if that matters to you, and very friendly.
I do have to agree with other reviews. They have mastered cheap food in bulk. It's decent for the price, but it's not gourmet. It is what it is, a taco shop that's open 24/7 in a city where the 24/7 restaurant market is small.
We did see a person passed out inside, in one of the benches. I didn't mind, but I can see this being viewed either way "omg a homeless person, gross" or "oh how thoughtful, they didn't kick him out." We pre ordered our food, ordered the carne Asada fries, posole soup, tripas tacos, and a burrito/enchilada dinner plate.
Tacos= we were worried because tripas meat is unique to prepare, but they were big and good, lots of meat, not stingy with the serving sizes.
Posole soup= was not posole but a knock off version of menudo. We ate it and it was ok, but definitely not original posole.
Carne asada fries= the meat was fatty, it didn't let me dig into the dish, it was okay when hot, definitely not something that's very repeatable but good for price.
Dinner plate=rice and beans good along with the rest. Recommend dinner plates.
Overall, we had a good experience, not the best too notch food but good enough to recommend when in need. -

Love it! Great place for a large breakfast burrito at a great price. Also love their lengua. For the value I'll keep coming back. Maybe I'll venture out of the burritos one day.

Worst place to get food I repeat stop funding this place they obviously don't care about health I've been up for hours with a bad stomach ... Javier's is the only thing I ate yesterday so it confirms they have sanitation issues ... I'm disappointed and frustrated I have to work here in a bit and I'm nervous about being able to go to work without rushing to find the bathroom I'll absolutely NEVER eating at that establishment EVER AGAIN... they should be audited / shutdown ... by the way this is the 3rd time ... yesterday confirmed it due to me not eating anything but at this establishment. I never like to give a bad review but they're known for this apparently. Health organization will be notified

I don't know when the decline happened at Javier's between high school and now but it definitely happened.
We decided to come here after the club and I was expecting that some Javier taste especially since I always order the same thing. I was surprised at the bland low quality of the steak, the lack of flavor and finesse in the guacamole and the overall lack of life.
IMO portland is known for its great eats! You can find unique dishes, authentic Chinese and Mexican and so much more. I won't be coming back to Javi's, this is this first time that Taco Bell would've taken the win over one of my use to be favorite places.
Time to find another late night spot in PDX that'll satisfy my greasy Mexican craving! -

I was not impressed about anything with respect to the food.
But they have mastered the fine art of inexpensive comfort food in bulk.
